Howard Vipperman served on the La Habra Heights City Council starting in 2007 and was re-elected in 2011. There have been many accomplishments during this time:
- Improved fiscal responsibility: no deficit spending budgets, $5.3M in reserve.

- More aggressive weed abatement program.
- New fire dorms for La Habra Heights Fire Department.
